Meeting of the Steering Committee for the preparation and management of the implementation of the Action Plan for the Framework Program on Cooperation between the Ministry of Education and Science of the Russian Federation and the Council of Europe in the field of youth policy

Bilateral cooperation between the Council of Europe and the Russian Federation in the field of youth policy began in 1992 and has grown significantly in recent years. It is currently being implemented within the framework of the 5-year Framework Program of the Ministry of Education and Science of the Russian Federation and the Council of Europe for the period from 2014 to 2018 and within the framework of a two-year Action Plan.

Since September 2018 the Ministry of Science and Higher Education that is responsible for state youth policy in the Russian Federation has become an official partner of the Youth Sector of the Council of Europe under the Cooperation Framework.

The Framework Program is aimed at the further development of youth policy in the Russian Federation and the participation of the Russian Federation in the work of the Council of Europe in the field of youth. The implementation of these purposes is facilitated by the direct involvement of young people and youth workers. There are currently four priorities in the Action Plan:

  • support for youth policy and development of youth work as well as recognition of non-formal education,
  • promotion of the social integration of young people and the access of their representatives to social rights,
  • study of human rights and democratic citizenship (co-governance and youth participation),
  • promotion of cultural diversity, intercultural dialogue, solidarity and interreligious harmony.

The Youth Department of the Council of Europe and Russian partners (the Ministry of Science and Higher Education, the Federal Agency for Youth and the National Youth Council of Russia) have formed a Steering Committee regulating the Framework Program and the development of Action Plans for activities aimed at achieving common goals and strengthening  international youth cooperation.

The list of joint events is varied and includes conferences and training courses on human rights, long-term training courses, international camps aimed at promoting intercultural dialogue as well as seminars on youth policy and recognition of youth work.

Purposes and tasks were summing up the implementation of the 2018 Framework Program, approval of the draft program of events for 2019, discussion of specific recommendations for a number of events.

Participants were 14 people. They were representatives of state authorities in charge of the international youth policy of the Russian Federation, representatives of national public organizations, representatives of the Council of Europe.
