On April 14 the meeting of the IPA Permanent CIS Commission on Science and Education was held in a hybrid format. Having considered the recommendations “On measures to identify and support talented children and youth” the commission, taking into account comments and suggestions made, unanimously supported the project developed by RTU MIREA, the basic organization of the CIS Member States for working with youth, together with experts.
The draft recommendations were presented by Tatyana Novikova, the expert from RTU MIREA, the Chairman of the Board of the Viktor Bokov Creative Heritage Fund. Explaining the proposed change in the name of the document to the option “On measures to identify and systematically support talented children and youth,” she noted that the term “systemic support” implies a deeper and more responsible approach to the development of talented youth and assistance to it on a regular basis. It more important than support which is often insignificant or a one-time promotion.
The IPA Permanent CIS Commission on Science and Education decided to apply to the IPA CIS Council with the proposal to change the name of the recommendations “On measures to identify and support talented children and youth” to “On measures to identify and systematically support talented children and youth” in the long-term plan of model lawmaking in Commonwealth of Independent States for 2020-2022.
The resolution also contains the proposal to the Secretariat of the IPA CIS Council to send the draft recommendations “On measures to identify and systematically support talented children and youth” to the parliaments of the IPA CIS Member States for expert opinions.
RTU MIREA was invited to continue its work and present at the next meeting of the commission the draft recommendations finalized taking into account the proposals and comments received from the parliaments.
The draft recommendations “On measures to identify and support talented children and youth” were presented in 2021 at the meeting of the Council for Youth Affairs of the CIS Member States on October 12–13 and at the meeting of the IPA Permanent CIS Commission on Science and Education on October 29 last year. The working group analyzed the legislation of the CIS Member States, law enforcement practice and international law in the field of identifying and supporting talented children and youth.
The open competition for the development of recommendations “On measures to identify and support talented children and youth” was announced by the IPA in 2020 in accordance with the Perspective Plan for model lawmaking in the CIS for 2020–2022. According to the results of the competition, the basic organization of the CIS Member States for working with youth (RTU MIREA) became the winner and the developer of the document.
In addition to the above recommendations at the meeting of the IPA Permanent CIS Commission on Science and Education draft model laws “On the commercialization of rights to the results of intellectual activity in the field of science and technology”, “On state certification (accreditation) of subjects of scientific and scientific and technical activities”, draft amendments to the Model Law “On Scientific and Scientific and Technical Expertise”, draft of a new version of the Model Information Code for the CIS Member States were discussed.
The Commission considered the progress of work on the recommendations on coordinated approaches to the formation of the system of modern pharmaceutical education in the CIS Member States, on promising areas of model lawmaking in the field of science and education, on the regulation of the use of artificial intelligence, on the regulation of digitalization in the field of education, on the organization of educational work with parents and activities of parent communities.
Participants of the event heard proposals for the long-term Plan of model lawmaking in the CIS for 2023-2025, the results of the work of the Commission in the past year, received information about the Delphic Games of the CIS, about the 6th Congress of Teachers and Educators of the CIS, about the conference “30 years of the CIS. Results and prospects” held in the autumn of 2021, and information on the preparation of the international conference “Legal and political aspects of the digital development of society”.
