Members of the Commission exchanged views in person and in absentia on the latest results of youth exchanges between Russia and Japan and approved the Youth Exchange Plan for 2021.
On average, within the framework of the implementation of the Russian-Japanese Youth Exchange Plan about 70 bilateral youth events are held annually in the field of sports, culture, academic exchanges, study of Russian and Japanese languages, ecology.
Joint youth forums which are held annually in the Russian Federation and Japan have become traditional events. From 2015 to 2020 more than 800 people took part in forums.
As part of the Youth Exchange Plan for 2021 83 events are planned. The most essential of them are the Russian-Japanese and Japanese-Russian Youth Forums (to be held online in October and December).
The Russian-Japanese Youth Forum will be dedicated to the Year of Russian-Japanese Interregional and Twinning Exchanges 2020-2021 and will bring together Russian-Japanese youth teams representing partner cities.
The minutes of the meeting were signed by the Co-Chairs of the Commission – the Deputy Minister of Science and Higher Education of the Russian Federation Elena Druzhinina and the Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation Toyohisa Kozuki.
The meeting was also attended by the Minister of the Japanese Embassy in the Russian Federation Toshio Yamamoto, the Head of the Department of Japanese-Russian Exchanges of the Department of European Countries of the Ministry of Foreign Affairs of Japan Wataru Ishikawa, the Director of the Department of State Youth Policy and Educational Activities of the Ministry of Science and Higher Education of the Russian Federation Denis Ashirov, the Second Secretary of the Third Department of Asia of the Ministry of Foreign Affairs of Russia Nadezhda Bereznyatskaya, the Third Secretary of the Embassy of Japan in the Russian Federation Keiko Kitamoto, the Deputy Head of the Department of International Youth Cooperation and Tourism of the Department of State Youth Policy and Educational Activities of the Ministry of Science and Higher Education of the Russian Federation Rodion Kokaev.
Grigory Petushkov and Dina Sokolova represented the Russian-Japanese Coordination Bureau for Youth Exchanges whose functions are performed by MIREA – Russian Technological University. Yoshihisa Tati presented the Japanese-Russian Youth Exchange Center.
The next meeting of the Russian-Japanese Youth Exchange Commission will be held in early 2022 in Tokyo.

Russian-Japanese youth cooperation is carried out in accordance with the Agreement between the Government of the Russian Federation and the Government of Japan on the establishment of the Russian-Japanese Youth Exchange Commission of March 15, 1999. The Commission determines the priorities of bilateral youth cooperation and approves the annual Plan of Russian-Japanese Youth Exchanges. The meetings of the Commission are held once a year alternately in the Russian Federation and Japan.
