Experts from the CIS countries discussed the draft Recommendations “On measures to identify and support talented children and youth” developed by RTU MIREA

On February 28 a round table “On the draft concept of the Recommendations “On measures to identify and support talented children and youth” was held in a hybrid format. Experts from Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan took part in the discussion.

The project was presented by the recommendations’ developer, an expert from RTU MIREA and the Chairman of the board of the Viktor Bokov Creative Heritage Foundation Tatyana Novikova.

At the round table they proposed systematic support for young talents in the CIS Member States, stressed the need to unify the concept of “talented youth” within the framework of model legislation in the Commonwealth countries. The experts noted the importance of supporting and motivating teachers and discussed new formats for working with gifted young people.

The draft Recommendations “On measures to identify and support talented children and youth” was developed by RTU MIREA, the basic organization of the CIS Member States for working with youth together with experts. It was presented in 2021 at a meeting of the Council for Youth Affairs of the CIS Member States on October 12-13 and at a meeting of the IPA Permanent CIS Commission on Science and Education on October 29 last year. In order to write recommendations, the working group analyzed the legislation of the CIS Member States, law enforcement practice and international law in the field of identifying and supporting talented children and youth.

In accordance with the Perspective Plan for Model Lawmaking in the CIS for 2020 – 2022 an open competition for the development of Recommendations “On measures to identify and support talented children and youth” was announced by the IPA in 2020. According to the results of the competition, the basic organization of the CIS Member States for working with youth (RTU MIREA) became the winner and the developer of the document.
